The ERF Website is a computer program managed by the State of Ohio where Administrative Rule information is entered, saved and stored indefinitely exactly as entered. The ERF Website can be accessed 24/7 to create and edit rule packages; however, *Filing* a rule package, which is considered a business transaction, can only be performed during State of Ohio business hours. (8:00 a.m. - 5:00 p.m., Monday through Friday excluding state holidays.)
The ERF Website requires each user to have a unique username and password assigned by the agency or school Authorized Contact Person. The contact person determines the agency, school, and division(s), if applicable, under which you can create and file rules as well as the type of filing privileges you have (read only, edit or file packages). If you do not have a valid username and password, contact the Authorized Contact person for your agency or school. If you do not know who the Authorized Contact Person is, contact the ERF Help Desk.
The Rule Download process, necessary when amending or rescinding an existing rule, is now included within the ERF Website and no longer requires rules to be requested in advance. This applies to all State agencies, but only schools who use RAS. The Rule Download page will display a list of all rules currently in effect for your agency or school (whether your school uses RAS or not). If for some reason a 'Download' button is not available for a particular rule on the Rule Download page that is needed for drafting, contact the ERF Help Desk. (Note: The Download button for a rule only applies to XML and ZIP rule files. Rules filed as a PDF will never display a 'Download' button.)
